SUMMARY

Following a CBC investigation that found more than 1.5 million tip records spanning 25 years were exposed from the Crime Stoppers program in Canada, multiple Ontario police services have temporarily suspended their use of the program. Toronto’s branch was particularly affected, with about 179,000 tips reported leaked, and it has halted acceptance of anonymous tips.

A CBC exclusive investigation revealed that over 1.5 million tip records from the Crime Stoppers database spanning the past 25 years were exposed. Reportedly, more than 850,000 of the leaked records contain personally identifiable information, and the dataset may mix information about victims, tipsters, and suspects.

In response to the report, at least eight Ontario police services — including Toronto, York Region, Halton Region, Windsor, Kingston, Cornwall, and Hamilton — have temporarily suspended their partnerships with Crime Stoppers and are urging members of the public to report directly to police. The Toronto Crime Stoppers branch issued a statement saying it would immediately suspend the program because of the severity of the incident.

According to Toronto’s statement, the U.S. third-party vendor that manages anonymous tips, Navigate360 (provider of the P3 software), initially said Canadian data were not included, then acknowledged some data were included, and ultimately admitted that approximately three years of Toronto records were affected. Toronto says it requested detailed text disclosures for months, but Navigate360 has not provided them.

Some Crime Stoppers branches have announced measures such as forcing password resets, mandating two-factor authentication, and conducting operator training. However, the scale of the exposure revealed by the CBC investigation has cast doubt on local responses, and a review of anonymous tip handling and continued promotion of direct reporting to police are expected to remain in effect for the time being.
